URGNs™ Zero‑Cost Precision Mobility Proposal Aligned With Mayor Castor’s Priorities Goes Before Tampa City Council.

Tampa, FL URGNsTM, a developer of precision positioning infrastructure for public safety and smart mobility, will present a Public-Private Partnership (P3) proposal to the Tampa City Council at the public meeting on Thursday, February 5, 2026, at 9:00 a.m. at Old City Hall, 315 E. Kennedy Blvd., Tampa, FL 33602.

The proposal addresses Mayor Jane Castor’s recent comments in the Tampa Bay Business Journal, in which she identified transportation as the “Achilles Heal” of Tampa’s most pressing challenges, citing rapid population growth, rising congestion, and the loss of dedicated infrastructure funding following the overturn of the All for Transportation surtax.

The URGNsTM system uses ultra-wideband (UWB) precision positioning to deliver 10–30-centimeter lane-level accuracy across major corridors, Vision Zero priority areas, and high-congestion zones — at no capital cost to the City of Tampa. URGNsTM deploys the infrastructure non-intrusively through existing maintenance and improvement projects, including roadway resurfacing, ADA upgrades, traffic calming, and street lighting, minimizing disruption and avoiding new taxpayer burden.

Key Benefits for Tampa Include:

Enhanced Public Safety & Vision Zero Support
Lane-level guidance and proactive vehicle-to-pedestrian alerts help reduce crashes in school zones, high-injury corridors, and equity-prioritized neighborhoods.

Operational Savings for City Fleets
The system delivers estimated annual savings of $8–$25 million through reduced fleet-tracking costs, improved fuel efficiency, reduced idling time, lower liability exposure, and faster incident response.

Support for Major Redevelopment & Mobility Projects
The platform improves congestion management and multimodal access for initiatives such as West River, Riverwalk expansions, and Rome Yard.

Economic Development & Innovation Platform
The infrastructure supports advanced mobility, logistics, safety, and navigation technologies, creating opportunities across autonomous systems, last-mile delivery, smart infrastructure, emergency services, and location-based services.

The proposal builds on Tampa’s history of transportation innovation, including the Tampa Hillsborough Expressway Authority’s Connected Vehicle Pilot Program (2015–2022), by providing infrastructure-backed positioning for next-generation connected and automated systems.

“Mayor Castor has clearly identified transportation as a defining challenge for Tampa’s future,” said Robert James, Founder & CEO of URGNsTM. “Our proposal provides a practical, zero-cost pathway to improve safety, reduce congestion, and position Tampa as a national leader in smart mobility and infrastructure innovation.”

The City Council workshop welcomes the public, offering residents, stakeholders, and the media an opportunity to learn more about this transformative initiative.
